ROSL Annual Lecture: Lord Patten of Barnes

The Rt Hon Lord Chris Patten is the Chancellor of the University of Oxford, and a former Conservative politician.

Patten served as Chairman of the Conservative Party under John Major, having previously served as Environment Secretary in Thatcher’s Government. In 1992, he appointed the last British Governor of Hong Kong, overseeing its transition to China.

He was Chairman of the Independent Commission on Policing for Northern Ireland, set up under the Good Friday Peace Agreement.

He was then appointed European Commissioner for External Relations. Upon leaving Brussels, he was made a life peer and took his seat in the House of Lords in 2005. Patten has also served as Chairman of the BBC Trust and UK Co-Chair of the UK-India Round Table.
