Sergii Marchenko, Ukraine's Minister of Finance, outlines the recovery path that Ukraine is undertaking in the aftermath of Russia’s invasion.

The war has resulted in a large refugee wave (at its height, nearly 7 million Ukrainians crossed the border), significant damage to infrastructure and productive assets (including ports, airports, bridges and hospitals) and a temporary collapse in economic activity. Public finances have been stretched to the limit, required for both ongoing operations and the long-term rebuilding of the country. International assistance has been critical in the first months of the war, but significant restructuring of the national budget is also underway to accommodate the enormous tasks at hand. Ukraine’s fast recovery is important for the stability of global energy and food markets, and the economic future of Europe.

Meet our speaker and chair

Sergii Marchenko (@SergiiMarchenk3) has served as Minister of Finance of Ukraine since March 2020. Previously, he was Deputy Minister of Finance in 2016-2018 and Deputy Head of Administration of the President of Ukraine in 2019. In 2011 he began work at the Presidential Coordination Center of Reforms Implementation. He coordinated the preparation of a package of legislative bills aimed at changing the budgeting and improvement of autonomy of healthcare institutions. He obtained a PhD in Economics in 2009.

Minouche Shafik is Director of the London School of Economics and Political Science. Prior to this, she was Deputy Governor of the Bank of England. She is an alumna of LSE. Her new book, What We Owe Each Other: A New Social Contract, is out now. She is co-chair of the Economy 2030 Inquiry commission.
