London Underground has announced a number of radical changes to how the service will work, some will be welcomed, some probably opposed, and in all likelihood, some will not even be noticed.
Depending on your perspective, the announcement that most station ticket offices will close as a functioning “room” will be the one that causes the most concern. The major stations will still retain a dedicated information room/ticket office, but most stations will see the staff that sit behind a glass wall coming out and standing next to the ticket barrier instead.
Mobile technology is being deployed, with the aim that staff standing in ticket(less) halls or on platforms can perform the same tasks they might have done behind the glass barrier.
That is a cultural shift — a big one. Will staff feel comfortable with that? Indeed, will passengers feel comfortable losing the fixed location point for help and have it replaced with a modern-day “bus conductor” taking fares in a ticket hall as opposed to a booth?
It also means fewer station staff — around 750 fewer.
The Managing Director of London Underground, Mike Brown said that he expects most of those to be voluntary and natural wastage through retirement etc. He also suggested that many staff will welcome the changes as they make the job more variable — although the union leaders are already muttering dark mutterings about strikes.
There will be four categories of stations from 2015:
- Gateway — essentially unchanged
- Destination — busy central stations. No ticket office, but aim for 30% more staff in the ticket hall area.
- Metro — No ticket office, and staff permanently around the ticket barriers with mobile devices to help customers.
- Local — smaller stations, with staff near the ticket barriers, but all ticket sales via machines only.
Counterbalancing that though is the second announcement — the one that will see more staff hired elsewhere, as 150 years after it was built, the tube is going to be a 24 hour service.
Just a few lines at first, and only on Friday and Saturday nights. Other lines are expected to be added later, but there are currently no plans to expand the 24-hour running to the rest of the week.
Trains will run “at least” once every 15 minutes, so not quite a turn-up-and-go service, but comparable to the night bus, and with the added benefit of waiting for a train in the warm, and in a secure environment.
They might need to provide toilet facilities outside the stations though.
All this comes into effect in 2015, giving them a year to iron out the staffing issues and any lingering technical problems.
More trains running more often and longer means more train drivers — at least until driverless trains are deployed. TfL was already predicting that around 140 more drivers will be needed by 2020, and that was before the 24-hour running announcement was made.
We will have gone from 2,197 drivers in 2003 to 3,278 in 2012, and at least 3,629 drivers in 2020. So redundancies in station staff will be at least partially offset by higher recruitment in (higher paid) drivers.
The expectation is that the revenue from fares will cover the additional costs of running the service — however, predictions often woefully underestimate the hidden demand for transport services, so this could be a revenue boost for the network.
There is also the wider economic benefit for London’s nighttime businesses to add in.
The reaction to the 24-hour service has dominated Twitter, although predictably there have been complaints that not all the lines are being switched on at once, but so far at least, no complaints that it is weekends only. There doesn’t seem to be much appetite for 24-hour service on a Wednesday night. Yet.
And it wouldn’t be possible. The underlying problem that has held back offering 24 hour service in the past still exists — they have to maintain the network at night. What has happened is that massive investment in the network, in part for the Olympics, and in part for general purposes means they can cut back the overnight work to a Sun-Thur basis.
This also means that the maintenance staff will get weekends off at last.

Highly unlikely that night buses would be cut, other than where tube services draw away their users to the point that they are running empty.
It’s worth nothing that population growth alone will drive up passenger numbers over the next 20 years, so if demand in 2015 is exactly as predicted instead of the usual of underestimating it — demand will rise year on year afterwards.
It is likely as many night buses follow tube routes- i.e N5,N20,N29,N155
So many buses run between Trafalgar Square and Camden Town it’s unreal! When there’s the Northern line TfL will reduce frequencies at least.

Why is central line only goes to Ealing Broadway and not West Ruislip?
There propbably isn’t enough demand to justify it yet in TfL’s eyes- there’s still the N7 to Northolt!

The cab drivers wont be happy.
Good for cabbies out in the suburbs (you’ve got to get from the tube station to home still), but bad for centrally based cabbies.
Those two nights are the most important nights to run a night time service, and I’m sure it will become very popular, very quickly. Night buses are a PITA, and unless to go to the first stop they can be very hard to get on as they’re all rammed.
However this will surely require some areas to get revised night bus schedules. SE London has no tube, so people will go to (for example) Balham and either get cabs or require east-bound night buses. Actually, Brixton is probably better for the SE London services.
Not THAT many night buses are rammed( at least if there’s not been a big gap in the service!)
If you’re going to the South East then North greenwich maybe better!
